What does the Gebäudeprogramm fund – and what not?
The Gebäudeprogramm targets two major areas: insulating the building envelope and replacing fossil heating with renewable systems. Insulated façades, new windows, an insulated roof on one side; switching from oil or gas to a heat pump or a district heating connection on the other. It is financed from the CO₂ levy on fuels, part of which flows back for exactly these renovations.
What the Gebäudeprogramm does not fund is photovoltaics. That surprises many people, since a solar system sounds like the core of an energy renovation. The reason lies in the division of tasks: PV has its own nationally uniform funding route with the one-off feed-in incentive via Pronovo. The Gebäudeprogramm handles heat – insulation and heating – while the one-off feed-in incentive handles the electricity from the roof.
Keeping this separation clear in your head saves a lot of confusion during planning: anyone building a solar system applies to Pronovo; anyone insulating the façade or replacing an oil heating system applies to the cantonal Gebäudeprogramm.
Who pays: the Confederation, the canton or the municipality?
For the Gebäudeprogramm, the Confederation and the cantons pay jointly – but the specific design lies with the canton. The Confederation contributes a base amount (the so-called global contributions), and each canton builds its own programme on top with its own rates, conditions and application routes. That's why funding looks different in Zurich than in Aargau or Zug, even though all of them operate under the same "Gebäudeprogramm" umbrella.
For heat pumps, there is additionally a cantonal layer with its own top-up contributions – in the Canton of Zurich, for example, the heat pump funding, which goes beyond the plain Gebäudeprogramm. And some municipalities add a further municipal contribution on top.

What is the GEAK – and why does the funding require it?
The GEAK, the cantons' building energy certificate, is the entry ticket for many contributions. It assesses how energy-efficient a building is today, and the GEAK Plus additionally provides an advisory report with concrete renovation options. For more extensive funding applications – especially for comprehensive renovations – it is often a condition, because it gives the canton a traceable basis.

For the funding logic, this rule of thumb is enough: for larger renovation contributions, the route often runs via the GEAK – and it belongs at the start of planning, not the end.

The most common disappointment in consultations arises at the same point: "And does the Gebäudeprogramm also fund the solar system?" – No, and that causes frowns at first. But once it's clear that PV has its own pot (the one-off feed-in incentive) and the Gebäudeprogramm is responsible for insulation and heating replacement, the disappointment turns into good news: there are two pots, not one. Anyone who staggers a comprehensive renovation cleverly – insulating the roof, replacing the heating, building a solar system – draws on multiple sources.
